Duncan Mills - Senior Consultant

Duncan joined Redpoint in October 2009 from the Office of Gas and Electricity Markets (Ofgem), where he worked as a Senior Economist in both the GB Markets and Transmission directorates. Duncan’s main focus since joining Redpoint has been on transmission policy – specifically, modelling options for reform to the GB transmission access arrangements on behalf of the Department of Energy and Climate Change (DECC). 

During his time at Ofgem, Duncan was involved in a range of projects including the Transmission Access Review (TAR); the development of policy options for mitigating wholesale market power; and a Competition Act complaint into possible anti-competitive behaviour on the part of Scottish generation companies in the wholesale electricity sector.  Prior to joining Ofgem in 2006, Duncan was employed as an analyst at the New Zealand Treasury where he had lead responsibility for Treasury policy advice on the price control of gas pipeline services, regulation of mobile phone termination charges, and road pricing/congestion charging in Auckland.

Duncan has an MSc degree (with distinction) in Social Psychology from the London School of Economics, and a Graduate Diploma in Economics (with distinction) from Birkbeck College, University of London.
